I'd say there is. Their bodies are chopped up and replaced with metal and plastic parts, and their minds are erased completely. It's more complicated than getting shot in the head, but they're very definitely not alive anymore.
You could have a similar discussion with a lot of hypnosis kinks, though, so it's fine. Dark, scary, and sad, but fine.

Their minds are pretty clearly wiped out and replaced. This process doesn't convince a human mind it's a robot, it erases a human mind and replaces it with a new, robotic one. I think? That's how I'm seeing it, at least.

It's more like their likeness and personality is recreated to be able to be used in their incognito mode but they are essentially just recreations that are a means to an end. they are androids based off of a real person but that real person is not really there anymore. The person is no longer there but the Android that replaced them can recreate them when required.
