Supervillany abounds in all different places, even the Los Lobos university. So, when Psycat attmepts to track down the infamous mental manipulator Professor Mindcrush, he figures the best way to get information (not to mention some pre-villain-fighting tail) is to mesmerise and question some of the more vapid-looking jocks around campus.
Unfortunately, someone else seems to have had designs on the track team captain, Randy McFurson, that Psycat picked to 'question' first. Professor Lion (no relation to Prof. Mindcrush, of course) had decided on the captain to be the first test subject for his newest invention, the Neuralising Catalyst Gun.
Don't worry, the conflicting mind-control energies coursing through his brain won't leave Randy with much permanent mental alteration (probably). Of course, there may be a sudden increase in libido and desire for sexual experimentation, but these are classed as 'acceptable side-effects'.
