Ok so basically according to my research, this is from an episode of a 1985 Adaptation of
The Berenstein Bears. More specifically an episode in which Weasel McGreed (Generic Villain Trope), learns to use hypnosis so that he could hypnotize Big Paw (The Berenstein Bear’s equivalent to Big Foot) to basically just violently attack the citizens of Bear Country, by convincing him that the bears are giant mosquitos that he should swat at (It’s a kids show, of course this sounds ridiculous), anyways in this scene McGreed is first testing out his hypnosis on Raffish Ralph, who is basically McGreed’s partner in crime at points in the series.
