I can't remember the exact name, but I believe it's from an animated anthology of Monkey Punch works. This particular bit is from the series Pinky Punky.

Update! After digging through the forums, I found the official name of the anime. It's "Monkey Punch: Manga Katsudou Daishashin". As Godapplesauce said, this scene is from Episode 9.

Actually this is the start of the ep, there is another scene in the episode.
