Oh! I actually know this. Like most Anime, Rosario Vampire is an adaptation, more specifically an adaptation of a manga. And while I have not read the source manga myself from what I have heard. The anime butchered the source material, like, last arc of Soul Eater butchered it. In the Manga, Kumuru made a promise to never use Charm on Tskune again, and she kept that promise. As you can see here, the anime said fuck that shit to allow for more harem shenanigans and fab service. Not to mention she has an entire arc get skipped about her dealing with a slug/slime monster blackmailing her and her getting a secret Succubus power up out of it

From the grapevine, I've heard that the anime was supposed to follow (somewhat close) to the manga, but they tried doing this by following the manga... while it was still in development for later chapters (Like eating cake without baking it). I can't prove this as I've only heard about it from a couple of people, but I think it would explain why season 2 loved to hit a bottle episode, or two... or eight... All of them being (straight) whiskey.

@Mr.Tinyballs While the anime was indeed being made while the manga was still being written, this isn't an original FMA situation. I don't think the anime had any intention of staying faithful to the manga, since it literally only takes about 4 episodes for the series to majorly divert from it.
