From the 2 part OVA Megami Paradise. Can't say I know much about this one. Just that there's a good goddess who rules over paradise and is stepping down, and an evil goddess and her cronies who are trying to take over paradise for themselves.

Also. 2:04 for "ara ara."

@Evilunicorn Yep, same director. In fact, here's a funny quote from Megami Paradise's Wikipedia page.
