Basically one is enemy team (red) other is ally (blue) and the "wululu" is the sound the units make when they are converting someone to their team in AOE. So you can use them to go up to enemy soldiers and convert them to your team (which is why she becomes red in the second panel).

Enemy Conversion is one of the best forms of mind control to see. It shows depth of the individuals loyalty to whomever brainwashed them.
