I think it is the result of opportunity without being completely obvious.

For example, we dont have much Do-S art despite the fact that she it literally a mind controlling dominatrix.

But we DO have plenty of Neurocompliance chip art with Kim Possible.

So theres some sort of sweet spot between, canonical excuse and too easy, to get large amounts of fan art
