This is one of the universes without Sonic and Amy has been turned into a Cyborg by the Chaos Council who goes by the name of Rusty Rose. Tails without Sonic kept getting picked on until he decided to add 7 robotic tails to his own body as he is called Nine. The rest of the gang are part of a Rebel army.

Those Eggmans are actually different versions of Eggman that took over the Rebel Universe and I guess the other universes too.
