probably because:
a. seviper is a gen 3 pokemon
b. seviper does not actually learn hypnosis

Also Seviper can learn "Glare" and artists can get "creative" with that you know.

nothing was "wrong" with gen 3 pokemon... except for that gen 3 was 20 years ago. heck, even the remakes are coming up on 9 whole dang years old

see, the thing about time is that it has this tendency to make you forget about things that weren't very important... like a pokemon that barely appeared to begin with

Heck, Id love to be mixed up with any snake type Pokmon! In that universe, Id have all of them! Seviper, Superior, Arbok, and even Ekans. And Id let them do whatever they want to me!
