The eye effects make it look like Rarity is hypnotizing herself to be under Twilight's control. Which is a whole other kind of hot.

I dunno, it looks like a monotone variant on kaa_eyes -- which, on Kaa, are the second sign that Kaa is hypnotizing someone.

They are kaa_eyes. According to the tag definitions, it basically boils down to: rings on sclera = kaa_eyes, no rings on sclera = ring_eyes
