Dating is perfectly fine between JWs, even in bethel (basically a local JW HQ).

What is a no-no is unmarried members of opposite sex being alone privately.

Which, if you can't even be alone together, it's a bit generous to call it "dating". But yeah, they're committing a serious violation by meeting in private like that.
