I haven't seen the episode yet, but assuming it follows the manga, our resident disaster lesbian Rae(Or Ray, depending on your translation, brunette on the right) is preventing Claire from participating in the suppression of a riot. Claire being a noble and a snooty one at that, she is a prime target for the mob violence, and the hypnotist does not want her anywhere near the mess.

She has some amazing restraint, btw. She is crushing on Claire really hard, but it's completely unrequited at this point in the story. And turns out she has mind control powers? Some impressive moral fiber, really. This show is pure yuri sugar.
