And that's what I think the meaning is, when I read Otaku-kun I imagined the dialog as being said by Sakamata towards the hypnotist who may be an Otaku who likes hypnosis but then the dialog doesn't make sense... and there's no speech bubble leading to Sakamata, so it seems like the person speaking is not in the picture itself.

First, let's get "Business Hypnosis" out of the way. This refers to a JP fad right now: "Unlock the 97% of your brain that humans don't use with self-hypnosis! Go from closing 5 sales a week to 100 with our patented Business Hypnosis!" ... basically it's scummy self-help stuff on how you too can make a million dollars if you just pay us some money to learn our method.
Otaku-kun would be Chloe's fans, and as mentioned choro means their easy/gullible.
AND the tweet source says "Business Hypno Giving SKMT" where kureru is the giving part.
So basically I think the context of this tweet is Sakamata is giving the viewer self-improvement hypnosis which she understands is basically just a scam, and is commenting that the viewer is either too gullible or too easily hypnotized. Whew
