This is from The Little Mermaid. Ursula, in disguise as Vanessa, uses Ariel's voice (that she gave to Ursula in exchange for temporarily becoming human) to hypnotize Eric.

This part always made me wonder if Ariel unknowingly hypnotized Eric earlier in the movie, when she was still a mermaid. It's been a while since I watched this movie, but I believe Eric seemed obsessed with her voice, being drawn to the sea (where he heard it) and unable to get it out of his head.
