The game in general deals with a lot of perception alteration, hypnosis and mind control. This scene in particular is when a magical bell within the town the game takes place is rang, causing everyone to lose conciousness (which later causes a great fire to break out and kills most of the residents, with the girl in the image being traumatized for life). Very light hearted as you can see.

True, kind of. At least the AA games are a bit more grounded (except the ghosts), but the Layton games dabble a lot more in magic, ancient civilizations and such
