This is the original bulma hair color (and the reason why trunks have thar color), that was even used in the movie "path of power" and during her first anime apearrance in urusei yatsura.
The reason why bulma hair ended up being blue its because of Toriyama just drawing in black and white, and not being consistent with the colors for covers.
