Seeing how they've been openly brainwashing women out on the streets several times. Yes, I would count kidnapping. I would also consider any gymleader or ranger who willingly joins a Team calling itself Hypno is also coercion and kidnapping. Since they're not actually willingly doing it.

True this thing would be shut down so fast it wouldn't even be funny. They'd have all the gym trainers all the male gym leaders and Elite 4/champions who vastly outnumber the total of all those this team would be dead and everyone freed.
