Nope, the pic was uploaded by the artist on DA on december 18th.
Besides we're talking about Gardevoir which has remained popular (especially as far as rule 34 is concerned) for the past 8 years. As far as popularity is concerned Gardevoir is the Renamon of Pokemon (2500+ pics on r34 alone), only Lopunny (1750+ pics) gets anywhere close. And that's just the porn side of things.
Her (you do not speak of male Gardevoirs) popping up in 6 episodes total since 2006 (only counting major appearances) probably has something to do with that, though I'm pretty sure that most of her popularity comes from the gamer crowd that loves her design/lore (especially the PokeDex entries about her attachement and loyalty to the trainer, if that's not perfect waifu material I don't know what is) and the fact that she is humanoid, non anthro, female and good looking and she can even use human speech via telepathy! These things are pretty rare for Pokemon (which are mostly just "animals"... and even including the more humanoid ones only a tiny minority can actually talk), making Gardevoir a stand out and meaning that even people not interested in anthro/furries/beastiality (anthro being vastly different to bestiality, mind you) find her appealing and/or attractive.

I'm just saying this right now I'm a bit nerdish still about the pokemon so Serena is there that would mean it was after and I'm pretty sure the artist was just lazy to draw all that HAIR.
