The story, basically, is that Shantae mistook Boss Pitviper for a generic NPC enemy lamia and acted accordingly. Boss Pitviper, however, did not appreciate being whipped in the boob. That hurt. So she tackled Shantae and put her under hypnosis for a hypnotic scolding to guarantee that Shantae would not be whipping her like that again.

Pitviper may be mean, but she knows better than to do anything too obvious to a celebrity or local hero. Stuff like that gets noticed. Although I wouldn't be terribly surprised if grapes started causing Shantae to get bad cases of hiccups, or taking health potions caused her to smell phantom dog farts for a while.
