Nah that's probably Galactic like... I'm sorry to say even I couldn't identify the galactic admins I just know they were named after planets. (Not for any particular reason I think they're just loved less because of gen 4 hate, I still liked them as a team)

then why is there more Galactic than Aqua? seriously, there's only two pics of Aqua on this entire site, counting this one, and neither have been here for even 2 days

Because Galactic had several female admins and were also the antagonists of Dawn and Cynthia's region, and you know how popular those 2 are in the Pokemon fandom. Aqua really only has this girl, and she wasn't that interesting until ORAS redesigned her.

ORAS did a really good job of giving the Aqua/Magma characters (yes, even the grunts) a personality, but before then they were pretty much the worst villain-group in the pokémon franchise. Seriously, in the originals all they were was generic "Save the whales/rainforest" hippies, but a whole lot dumber.

Hence, all the artwork of them has been post-ORAS. And since there's no "Canon" brainwashing in their storylines, there's not a lot of hypnosis artwork.
