Well, he is the Lord of Change. He dabbles in the other disciplines by definition. He's also the god of Ambition, Magic and Psychic Powers. Which is all mind control bait.

The Sister is doing her duty to the Emperor by using all her skills to strike the "weak point" of her opponent. She's not getting pleasure from this tactic. Once she "wins", keeping the gem to show her fellow sisters is perfectly acceptable. After all, their faith in the Emperor is so strong that whatever it was trying to do is ineffective and thus no danger to them. And while she's showing it off, she'll just have to tell them what the creature was saying... because one without the other simply doesn't convey the message properly (and not because it affected her like planned, that's silly).

Slaanesh is the aspect of lust. Tzeentch is the aspect of hope. Direct intervention by a Lord of Change is out of character. If a person has significant enough aspirations and potential to change the future, it is not out of the question. It's what this person is going to do that I find more interesting than their immediate position.
