No. Snakes, like all squamates, possess a pair of hemipenes that are generally kept internally within the male's body. The hemipenes are widely variant in shape and texture between species, and some do indeed possess forked tips. Others may have spines or hooks on their hemipenes, to latch onto the female during sex and hold the male in place (snakes aren't known for being gifted in the limb department). During intercourse, the hemipenes are everted (made to go outside the body instead of inside), and the male chooses one to use during sex. Generally speaking, the male will alternate between hemipenes for each encounter, which is thought to be a behavioural adaptation allowing greater sperm motility or production when the interval between matings is brief. Hemipenes are certainly anatomically analogous to the mammalian penis, but they are structurally quite different.
