I'm gonna be the ratings guy again and say this is definitely Safe, both according to the guidelines and as an assumption of being an actual screenshot from a cartoon meant for children.

Unlike all other mind control in yugioh, in this particular case, Frank hypnotized his opponent and made decisions for her. Though most suggestions he made were simply forced card effects that she didn't have control over anyway, some of them were optional.
