it looks to me like she's a thief or prisoner, and the snake is the area's magic guardian - once enspelled, the snake merely replaces one decorative piece with another

she has some sort of snake-shaped vial or statue which she drops once ensorcelled, apparently into the waiting coils of the snake

it could be the halfling/hobbit was the snake transformed, and she was making off with the antidote; bearing only a little ill will, the polymorphed hobbit has the rogue lightly humiliated as she waited for him to return and break the spell
