akane and ukyo in the same area together almost guarantees shanpu shows up next lol
as for who gets to be the master... itll be ranma probably, unless the author wants to be original/do something not expected... in that case Ill give my vote to gosunkugi. Gos is the closest they have to a wizard so he's the one that probably left the flute for his obession(akane) to find ;) or he dropped it while looking for her lol

it ya want to keep the general feel of the original manga... 2 members of the fianace club in 1 place usually summon another member, most often shanpu... else you could go with nabiki/kasumi wandering over since they're at an onsen itd make sense the tendo sisters went together. :)
