No... No, it doesn't. (imho ^^) It LOOKS better for sure, but... Damn it, Toriyama! Why did you call the first new one "Super" Saiyan God when the hair's the same as normal except for being pink? And then since this second new form has the Super Saiyan hair, but blue, you could have just added Super to the name and it wouldn't sound anywhere near as dumb.

Super Saiyan 4 looks dumb. Super Saiyan God looks generic and exists to arbitrarily inflate the universal significance of Saiyans.

Golden Oozaru, however, is the shit. So I'll give GT this round, canon be damned :P .

If you think it's just the hair that's different you're quite wrong XD the bosy mass and hair is slightly different as well, it's hard to notice though. Also SSGSS has a slight difference in hair style but again it's almost impossible to tell
