Hmm, this does bring up an interesting thought, technically all borgs are under mind control from the collective so do general fanarts count or just when it's characters from other shows?
General pictures of borg do not count.
I'd personally say pictures of people who are not borg would but I am not mod

I'm not familiar with Borgs at all, so I can't really say from a canon standpoint. But for now, I'd advise just corruption or transformation images with them.
Basically the Borg inject people with nanites that link their mind to a hive mind and allow machinery to be grafted to their bodies. It's all very dark.
