So what if Disarming voice doesn't do that? This is a hypno fetish website. If you cannot suspend disbelief and leave move mechanics of the games out of this, then that's your problem.

but it doesn't make sense to use disarming voice. Not when it can learn sing which is actually meant to put people and pokemon into a trance like sleep. I'm willing to accept a lot of things for the sake of hypno-porn, but not when it comes to pokemon. When using pokemon at least try to do your research.
