I guess. honestly, I didn't watch much of that...if at all. that was the series with Madame Web and that time Spider-Man teamed up with a bunch of heroes as a test set up by those cosmic guys?

Just my personal opinion of course, but in comparison yes, absolutely. The solid colors are much less busy looking. The cobra headdress, while not great, does create an appropriate motif for his power set. And unless I'm mistaken in his appearances in the '00s he was back in his classic outfit, so either the artists or the editorial staff must have felt the same way.
Not talking about the artist of course, but just the general design, I think it's also worth noting that in his original design Mesmero looks like a smaller guy, whereas this outfit is huge and top-heavy. I think the former fits his role as a mentalist much better. Although IIRC in that one Weapon X series they said that the strength of his powers was supposed to respond to his self-confidence. I guess that would make it kind of funny if he invested in a costume with huge amounts of padding on the inside to make him look more imposing.
As a side note, I'm completely out of the loop when it comes to X-Men comics now, has Mesmero ever gotten his powers back or been replaced or whatever? Or is he still "No More Mutants"-ed and out of the picture?
