Maybe because empty eyes are a cheap cop out way to dilute this site with largely non-hypno images.
Not to mention it's impossible to blacklist lazy empty eyes images because plenty of images with legitimate mind control feature empty eyes as a supporting characteristic, as it should be.
I'd love a "Empty_Eyes_Only" tag or somesuch, but I'm doubtful it'll ever happen.
Edit: No hate towards the artist though, I've seen the previous versions of this image and you're definitely improving. I'm more ranting about a general trend. Keep improving!

No no, it s fine i understand what i missed and what lacked on this one, though it s hurted me a bit but well if it s how it s look then it s must be true, i will try to avoid to make the same mistake for the next one. Thank you very much !

I don't agree with that reasoning. 'Considering there are artists' sounds like that if there is any single artist make empty eyes and it's not mind control, then all images with empty eyes could be questioned. How is that any different from heart eyes signalling <<i0.kym-cdn.com/photos/images/original/001/011/026/d89.jpg|intense love/lust but not mind control>>, or any type of glowing eyes (a majority of League of Legends characters)? Would those tags need to be questioned as well?
It would be easier to just look at the context. The artist intended it to be an indicator of hypnosis/mc. The indicator is often used in this way (as well as other ways), and most people can recognize what the indicator means. The indicator matches the description of the tag used to indicate a method of control. The character does not usually have this type of eyes. Something like that.
