Somehow the animation is backward. She's wiggling everything but her breast, and even then it is not a wiggle but a high speed vibration.

Quite an interesting way to focus the viewer's eye where you want it. That's what Stroke is doing here for anybody that doesn't get it. It's about her 'power' and forcing the eye on one single area, not just another babe in a bikini.
