It's borderline. We could probably discuss many days if this is loli or not and have all kinds of opinions on it.. I think her curves haven't developed far enough and the lack of pubic hair plus the small breasts and frame can be used to argument that it indeed is. For Boderline cases we normally opt for using a tag in cases where it's one of the major blacklist tags (especially loli and shota).

There's nothing to measure her size against in the image, so I had to determine it by her build. From that, I figured it would be very much borderline. Better safe than sorry.

It's not do-all-end-all, but it is a sign of potential prepubescence. It's one of the first things I look at when considering whether or not to tag something as loli, but it's certainly not the only thing.
