It's a hot spring with some hypnotic soap added to it. Mei's staying out of the water since I imagine it's probably a bit warm for her (given that her outfit is a thick coat I imagine she's native to colder climates? I don't know the lore...) Whether she's the mastermind behind it, or just in a lucky spot can be interpreted either way.
