I mean the coils aren't at all connected. The coils around Shanti just sort of exist on their own plane and don't correspond to the rest of Kaa. It's sort of a pet peeve of mine when I see Kaa pics where the coils aren't connected.

I dunno if it's ever been officially stated, but his length varies wildly in the first movie. Basically, he's as long as he needs to be.
