I can appreciate your point, but you have to consider Francesca's point of view. Could she really trust anyone, let alone 'Team' members, without hypnotizing them to be loyal first? The upside is that Jessie, along with Domino is one of the girl's Francesca trusts to be of use to her outside of being a horny pokegirl. Hence, she gets to keep her mind and is rewarded plentifully for succes, the only cost being a little free will.

Apologies for the delay. She's a Granbull, in the show that's her equivalent to Jessie's Arbok. As to why she's a Pokemon and not a trusted Grunt like Jessie (in my head canon anyway) will be revealed soon enough.
