its a corrupted Tracer. And if for some reason you dont accept corruption as a reason. Talon corrupt individuals via harsh brainwashing, torture and drugs, as seen in the backstory of the character Widowmaker. Since Tracer's skin is dark here, we can assume she has gone through the same process as Widowmaker. So while it doesnt actually contain hypnosis. It contains the after effects of hypnosis. Additionally, you can just look at the tags which say "CORRUPTION" quite clearly

cool, like I said I hate bein one to ask that, but someone was bound to. Personally I like the pic but someone will surely flag it. By asking before they do I can hope to avoid a decent pic being removed needlessly. The only issue I think is that it requires some in depth knowledge of the game/universe to appreciate what has happened.

As the mods have established (in countless other threads and appropriate pics that have been flagged for the same thing), corruption/purification is an altered state of values that are in line with the effects of mind control; this site covers mind control, hypnosis, and all related aspects of the previous two. Corruption is mostly the in-process action or resolution of such an effect that is depicted; in this case, this image depicts the resolution. So I think the person(s) who keep flagging obvious corruption pics should get penalized for flag-spamming. And I think many others on here would be in agreement with me.
In other words: To the schlub(s) who keep incorrectly flagging corruption pics because it doesn't fit their anal-retentive definition of MC, I have this to say. "MUDAMUDAMUDAMUDAMUDAMUDAMUDAMUDAMUDAMUDA!!!!!"
