The story behind this is, a villain named the Puppet Master has started capturing Super Heroines and Super heroes, hypnotizes them, and sells them as sex slaves. Here we see Tigra and three other females standing at attention, awaiting orders.

Yeah, this is Puppetmaster and having recently read the comic the dollification tag is not relevant. He refers to the slaves he sells as "living art" but there is no doll-like element to their mind controlled state.
