It's the scorpio zodiac symbol, and it's a sign that someone is under the control of the one with the eyepatch there.

I think there's some conditions on whether or not she can influence/control someone though, but I haven't read homestuck in a very long time.

Teeechnically speaking Vriska only seems to be capable of mind controlling guys with specific (read: low-class )blood colors in the comic, but you basically have to be obsessive to notice that so I'm super not going to blame anyone for acting otherwise.

Pretty much; heavily implied that it's Vriska's lack of experience that leads to the limitations she experiences; only capable of controlling lower-blooded trolls, aside from the maroon Aradia, and only managing to make humans (in a parallel universe) suddenly fall asleep.

The main evidence for this is that the monarch of the Trolls, Her Imperious Condescension (or Condesce/HIC for short), is capable of using a combination of the mind control Vriska's blood caste is capable of with the animal communion a lower caste is capable of (search "tavros nitram" for more details on that one) to take full control of a young human lady who ascended to a part-canine demigod-like state (hence why the animal communion part helped) and corrupt her to join her cause.
