First off: 14 is not loli, 14 is almost always after reaching puberty. Loli is "A female or futanari character who appears prepubescent" according to this site's definition. I would not classify the body shape in this image as loli unless I was doing so solely based on invisible information, see below:
Second: Wendy Marvell is 12 at the time of her debut in Fairy Tail, and her canonical depiction would definitely be loli.-- a twelve years-old character. This is not her canonical depiction, however, and if I had not just looked into it, I would not peg this image for loli content.
Third: You probably did underage stuff, OP. Saying "Well I portray her as eighteen," does not change how the original artist portrayed her, which I would say is underage teenager (ie: high school). Underage includes teenagers who may be able to consent but not model, depending on the jurisdiction, but frankly, it generally doesn't (legally) matter when dealing with illustrated characters. If telling yourself "she's eighteen" eases your conscience, so be it.
