A lot of people don't, or even if they do "get it" they don't actually *like* it, so you're not alone there.
To answer your question it's sort of a "mind control meme" where a girl in a leotard depicted in that specific bow-limbed pose is assumed to be under some sort of mental compulsion, even if there's no actual hypnotism or mind control shown.

This is, mind you, in a stupid-silly comedy show with a...shall we say, intentionally rough art style? So it's not like it's a treasure trove of great hentai or anything, but it struck a chord with folks.
