Well, it's not quite that, and even if it were, it wouldn't be so simple.
In this series, there are three states for those under Francesca's control:
1) Unconscious trance - Completely under and suggestible. So, this is the state we saw Candice enter in pic 23. This is the state in which Francesca gives commands that imbed on the subject's subconscious and will go on to affect the subject's behaviour. In this state, the girls have faded eyes.
2) Conscious Trance - Alert and mentally functioning, but their mindset is determined by Francesca's commands in State (1). This is the state all of Francesca's staff, performers and pokegirls are in. The girls have perfectly functioning minds, but they follow numerous rules, like loyalty and obedience to Francesca's commands while retaining their personalities, or believing they're Pokemon etc. In this state, the girls still have faded eyes.
3) Free Will, but Altered Mindset - This is the mental state of all the previous winners, their free will has been returned to them, and they can choose to disobey Francesca's direct commands. However, Francesca has built in an acceptance of the scenario deep into their subconscious during State (1). She has also implanted a loyal friendship to herself so that they will come to her regarding any problems. They now effectively 'choose' to be active participants in Francesca's games.
In any case, Candice is still in State (2) for this page. Her eyes are still 'faded' in the last panel, it's just we can see the silhouette of her pupils as a result of Seb's new shading technique. Her pupil's are 'behind' the brown.
