Well that's kinda what the original scenario with haigure was. Haigure originated from a Crayon Shin-Chan movie where Shin had a dream that aliens came down and took over the world and turned everyone into haigure slaves by shooting people with laser beams.

Some quick research shows Shin-chan airs in Japan at 7:30, so maybe that's exactly what this is.

Hmm I think it's just a random time in which lots of people are out in the streets. I don't think they picked a time to match the mid part of an episode of the anime series the haigure movie originated from...

I've seen enough Japanese television (while in Japan, even) to know that the originator did not go through the trouble to put the correct style of time stamp and captioning to not be an episode of something. I'm going back to my original guess of Super Sentai (Power Rangers) where it's about 10 minutes or so before the robot shows up.
