Couldn't find anything with this girl. Decided to fix that.

Nina Dowd, aka the Mighty Endowed. One-shot villain from the old-school Young Justice comics. She can mesmerize anyone to her will with her flashing, hypnotic mammaries, with the catch that she's now so top-heavy she needs help standing up.

EDIT: Also she's a catgirl for some reason.

Makes me thing of Gold Digger from Cuite Honey, she had high power lights installed in her top. She would show up flash her breasts to get everyone to look, turn on the light to blind them...then she'd shoot them with a machine gun.
