No. She's not THAT robotic. The Japanese term is 'Artificial Human'. We'd probably call it 'Cyborg'. She's not as fully converted as brain-in-a-headcase Gero, nor are they fully robotic like 16.
We KNOW she's living enough to have a child by natural means.

Cyborg still implies enough robotics to hack into. I still believe Gero used her as a sexbot at least once.

That makes no sense. She'd have to have an at least partially robotic brain to be "hacked into", unless we're talking body puppeteering. And the brain is generally the one thing that's never ever replaced in a cyborg.

yes that's right, I said that many times before. she's called an Android, but she's clearly better classified as a cyborg, and same with her brother

Considering he had a remote to turn them off and implied to have "adjusted" them to make them less "kill our maker" I suspect there was brain modification on some level. And yes I know the "don't kill your maker" stuff didn't stick.

There was definitely some mind control involved, and it related to their power level somehow. The Androids in the "prime" timeline were stronger but less evil (more rebellious gang-banger than genocidaire). The androids from the bad future were weaker but crueler.
"So, Miss 18, what do you have to say about hypnosis now?"
"Hypnosis is a wonderful, arousing thing that frees me of all my cares and concerns, Master. I am sorry I ever doubted you or your amazing hypnotic prowess. Please allow me to make it up to you."
"Then in that case, Miss 18, become my obedient slave, devoting yourself only to me."
"Yes Master, Slave 18 will gladly devote herself to you and your pleasure."
