Correct. Because the Grail created the Metaverse Shadows can't properly manifest like they would in P4. If a show grows particularly powerful the Metaverse warps around them and creates a Palace, which then allows it to manifest as an individual entity (only while within the Palace) instead of a part of the Metaverse's faceless masses.

Considering that the series has firmly established that a Persona is your Shadow, just accepted and embraced instead of rejected, it's kind of impossible for a Persona User to have a Palace. In fact, Futaba's Palace almost immediately collapsed in on itself when she developed her Persona.
