Wouldn't this be Cagalli? The eye color is wrong but the underwear and scene are right -- this'd be War For Two, phase... 23 or 24?

Stellar's Eyes I'd say are more purple and thus closer to these eyes as they look like purple then Cagalli's Auburn ones. Stellar ends up in the exact same situation with Shin that Athrun and Cagalli do in destiny. The facial Expression also matches one Stellar would make then Cagalli.

it's episode 21 of Destiny, Stellar has a bow on her panties to, though they are green in the episode or at least a much darker one then the one here
