No, this is not Yoruichi. It looks like Rangiku. For some reason the Rule 34 stuff for Bleach is obsessed with dark skinned Rangiku.

Not saying this was the case here, but HypnosisIsGreat has been known to randomly change things like a character's hair color in his manips. It's one of the only things I don't like about the guy's style.

It's the Gyaru fetish (which is bimbos for the Japanese, girls who get really tan and bleach their hair, though the tan is the bigger factor). That's why Rangiku's skin is often darkened, or many "mindbroken" anime characters.
