Really? A curse is considered 100% magic. If it wasn't, Maria the ripper would have killed Ruler when jack used it when A. it was misty, B. it was night time and C. she targeted a woman. that there is a 100% instant death curse attack. Ruler tanked it with only a cut to her side.
Ruler's EX revelation only falters against holy sacraments. since her resistance is based on her unshakable faith.
(on top of that, since she has an ahoge, this is Jeanne Alter, not Jeanne D'arc)

The hole curse thing... I kinda went for the Fairy Tail logic. In last anime ark Magic and Curse were two different elements (evil guys, Mard Geer and company keep saying curse is stronger than magic etc.). Used that as a reference to bypass the whole EX resistance. It might seem a bit weird but wanted to make it work. You don't like it? Not my problem :P .As for this being alter you might be right. Though since she has blonde hair I thought it was regular jeanne (alter haiving her hair more gray-ish).

There's a bit of a grey/silver tint in this picture, though it is fairly blond here. Easiest way to tell is the clothing. The design doesn't look like something Jeanne would wear.
But, a surefire way is, as other people said, to look at the ahoge. When Salter and Jalter were born, Salter's lost ahoge was given to Jalter. Hence this picture:
