These characters are both android 21 right. One is her normal appearance and one is her "powered up" look?

Pretty much. Context (minor spoiler): The pink one is her powered up form. At some point they split into two people: her normal looking good form and her pink demon evil form. The good one could turn pink and powerful if she "eats" people but she refuses to, unlike the evil "twin".

ok. Finally understand.

Got to say though. If I could only spend the night with one (or MC 'em), I go with her normal/good side, something about that lab coat and red hair. It just draws me in.

Also the normal/good side of her is a still a strong fighter in her own right, right?

I think her other half can turn into her "human" form. It's more of, would you like the submissive one, or the dominate one?
